Consular registration is an administrative formality for Nigeriens residing abroad. It is a prerequisite for consular protection and the various services provided by the Embassy.
Consular registration aims at knowing and locating the Nigerien community, building up a solid database on that community, facilitating the exercise of consular protection, enabling voter registration and receiving information from the Embassy. The consular registration application must include a photocopy of the Nigerien identification document (Niger national identity card or passport), One (01) recent identity photograph of the applicant.
The consular registration is embodied by a consular card valid for three years. After the registration, any change of situation (civil status, address, profession etc.) must be reported to the embassy In the event of a permanent return to Niger, all registered persons must request their cancellation from the registration data bank. The issuance of the consular registration card is subject to the collection of chancery fees of $ 10.
The laissez-passer is an official emergency travel document, valid for up to 30 days, for a return to Niger. This document is issued exceptionally by the Embassy to Niger nationals in his constituency, who do not have passports (loss, theft, expulsion). Being a travel document, the issuance of the pass meets the same requirements as the establishment of a passport.
In case of passport loss or theft, the pass request file includes the request of the person concerned, the consular card for the residents, the declaration of loss or theft issued by the local police authorities, and a copy of the passport. old passport or Nigerien identity card or nationality certificate, two passport photos, and a copy of the plane ticket. It is the responsibility of the person concerned to obtain a declaration of loss/theft by the local police authorities.
NB: The declaration of loss is equivalent to a cancellation of the passport. If the passport declared lost or stolen is found after the declaration of loss/theft is established, this passport would be unusable.
In the event of expulsion, a document establishing nationality or any other means, including the hearing of the person concerned or the testimony of two Nigeriens registered at the embassy, two 2 × 2 identity photos, an official request from the authorities from the competent foreign jurisdiction of the embassy, and a copy of the expulsion decision.
The laissez-passer is issued to Nigeriens who do not hold any other valid travel document. It is up to the applicant for the laissez-passer to prove that he does not hold any other valid travel document. This can be for example a Green Card. It is valid for a single trip on the company and on the dates indicated on the plane ticket sent.
The issuance of the laissez-passer entitles the Embassy to levy the same chancery fees as the passport establishment, namely $60.A return envelope is also essential for returning the document produced.
Transcription
Transcription consists of registering with the consular services of the embassy civil status documents (birth, marriage, death, divorce etc.) drawn up by the competent foreign authorities of the embassy’s jurisdiction. This is a mandatory preliminary step for obtaining Nigerien documents.
Only documentation of persons of Nigerien nationality may be transcribed on the consular registers of the civil status of the Embassy. The transcription file must include the legalized copy of the document to be transcribed and the copy of the consular card of the concerned person or a valid Nigerien identity document for Nigeriens not residing in the district of the embassy. In the case of a minor, a copy of the Nigerien identity document and the consular registration card of at least one of the two parents is also required. The transcript is subject to the collection of chancery fees of $ 20.
Notarization
The consular service of the embassy notarizes the signatures of the Nigerien public officials, local authorities and foreign consulates established in the embassy district, which it has specimens of signature. The documents to be provided for notarization are: – Consular registration card or valid Nigerien passport for non-residents. – Original document to be legalized.
The consular service of the embassy also notarizes the signatures affixed on the private acts passed by the Nigeriens residing or passing through the jurisdiction of the embassy. In addition to the documents required above, the notarization of private acts requires the physical presence of the signatories.
The notarization of signatures on proxies or other declarations requires the consular registration card for residents or the Nigerien identity document for non-residents, the power of attorney or document to be notarized, the obligatory signature of the person concerned in the presence of the consular agent .
The power of attorney must indicate the surname, forenames, number of the identity document and the address of the authorized person. notarization is subject to the collection of chancery fees of $ 20.
Certificate of custom
The certificate of custom is a certificate issued by the consular service of the embassy at the request of a Nigerien national recalling the provisions of the Family Code of the Republic OF Niger.
The documents to be provided for obtaining the certificate of custom are the consular registration card for residents or a valid Nigerien identity document for non-residents and the certificate of celibacy.
The issuance of this document is subject to the collection of chancery fees of $ 20.
Moving certificate
The embassy’s consular service may issue a moving certificate or a change of residence allowing Nigeriens to return their personal property to Niger free of customs duties and taxes.
This certificate is issued by the Embassy provided that the applicant has been in his/her district for at least 12 consecutive months and subject to presentation of the following supporting documents: -Consular registration card, -Valid Nigerien Passport – proof of continuous residence in the jurisdiction during the last 12 months (visa, invoices, pay slip, school certificate, lease contract etc.) – Certificate of change of residence.
The issuance of this document is subject to the collection of chancery fees of $ 20.
At the request of Nigerien nationals residing in the embassy’s district, the consular service of the embassy prepares various acts: registration of NGOs, attestation of concordance, marriage certificate, conciliation, alimony, amicable settlement of different etc.
